In which case there is no solution to the problem of terrorism – a proposition that would be impossible for most politicians to voice publicly, and one that is profoundly unpalatable to most other people, not least chronically up-beat Americans. Even so, it may be the truth. Why should one imagine that when there is a problem there is always a solution?"
